Promoting Open Knowledge: USU’s Policy Ensures Academic Freedom and Integrity
Medan, 2024. Universitas Sumatera Utara (USU) guarantees academic freedom, scientific autonomy, and the freedom of academic expression as fundamental principles of its higher education governance. These rights are protected through official regulations of the Academic Senate, ensuring that all members of the academic community (lecturers, researchers, and students) are free to pursue, express, and disseminate knowledge responsibly and ethically.
The university’s commitment is formally codified in two key institutional policies:
Academic Senate Regulation No. 01 of 2022 on Academic Policies at Universitas Sumatera Utara, which sets forth USU’s vision for responsible autonomy in education, research, and community service. In Chapter IV, Point 7, the regulation explicitly defines independence as “the freedom to act independently without being influenced by or dependent on other parties.”

USU integrates academic freedom with a system of academic ethics and integrity assurance, implemented through the Rector’s Decree on Research and Academic Ethics, the Guidelines for Research and Community Service (LPPM USU), and the Internal Academic Quality Assurance System (SPMI). These instruments ensure that academic freedom operates within ethical boundaries, fostering transparency, anti-plagiarism practices, and open dialogue within research and teaching.
The Institute for Research and Community Service (LPPM) provides oversight to protect researchers’ autonomy while maintaining scientific rigor and accountability. Lecturers and researchers are encouraged to participate in public academic forums, policy discussions, and expert engagements, reflecting their right to academic discourse and their duty to share knowledge for the benefit of society.
Through these complementary regulations, USU demonstrates its dedication to cultivating a vibrant and ethical academic environment.
