USU Ensures Protection for Individuals Reporting Discrimination or Harassment

Medan, 11 December 2025 — Universitas Sumatera Utara (USU) has significantly strengthened its institutional commitment to justice, accountability, and inclusivity through the implementation of a comprehensive policy framework designed to protect individuals reporting discrimination, harassment, and violence.
Rooted firmly in both national mandates and internal university regulations, this framework ensures that students, faculty, and staff who come forward to report cases of misconduct are fully protected from academic or professional retaliation, thereby guaranteeing a safe and equitable campus environment for everyone.
Legal Framework for Protection and Accountability
USU’s protection framework is strategically aligned with national regulatory instruments, including Permendikbudristek No. 30 of 2021 on the Prevention and Handling of Sexual Violence and Regulation of the Minister of Education, Culture, Research, and Technology No. 55 of 2024, which reinforce institutional responsibility and transparency in higher education governance.
To operationalize these mandates effectively, the university enacted Rector’s Regulation No. 16 of 2025 on the Prevention and Handling of Violence within Universitas Sumatera Utara. This regulation serves as the primary legal instrument guaranteeing that all reports of discrimination or violence are addressed with fairness, strict confidentiality, and rigorous due process. Crucially, under this regulation, USU guarantees absolute protection for complainants, victims, and witnesses affirming that no one shall face academic penalties, professional disadvantages, or stigmatization for reporting misconduct.

The Role of the Satgas PPKS
In compliance with the national Regulation of the Minister of Education, Culture, Research, and Technology No. 30/2021, USU established the Sexual Violence Prevention and Handling Task Force in 2022, operating under the Institute for Research and Community Service.
The Satgas PPKS functions as an independent reporting and response body, providing a secure and confidential channel for handling cases of sexual violence, harassment, and discrimination. Beyond incident management, the task force also conducts preventive education, widespread awareness campaigns, and counseling services aimed at fostering a deep-seated culture of mutual respect and non-violence across the entire campus.
Awareness, Training, and Proactive Prevention
USU’s Research and Community Service regularly organizes critical gender-sensitivity programmes, anti-abuse seminars, and human rights workshops that comprehensively educate the campus community on inclusivity and respectful communication. These impactful programmes are conducted in collaboration with the Directorate of Student and Alumni Affairs and various student-led organizations, effectively embedding awareness and prevention into the daily academic culture.
These ongoing initiatives not only fulfill national legal mandates but also underscore USU’s proactive stance in cultivating an ethical, empathetic, and truly equitable educational environment.

Commitment to Global Goals
USU’s dedicated implementation of the Sexual Violence Prevention and Handling Task Force framework and Rector’s Regulation No. 16 of 2025 directly advances several key Sustainable Development Goals (SDGs): SDG 5 (Gender Equality), SDG 10 (Reduced Inequalities), and SDG 16 (Peace, Justice, and Strong Institutions).
The university’s 2024 SDGs Report recorded a measurable 1.9% institutional indicator contribution to SDG 5, reflecting quantifiable progress in strengthening gender equality and protection mechanisms within the academic environment. Guided by Rector’s Regulation No. 3 of 2019 on the Green and Sustainable Campus and Rector’s Circular Letter No. 1 of 2023 on inclusion and sustainability, USU continues to integrate human rights, justice, and accountability into its governance systems.
Through these combined efforts national law compliance, internal policy enforcement, and continuous education USU stands as a leading example of a university committed to upholding dignity, fairness, and safety for all members of its community.
