Medan, 22 November 2024 — Universitas Sumatera Utara (USU) continues to demonstrate a broad and deeply rooted institutional commitment to the principles of equality, inclusivity, and non-discrimination, which are firmly embedded in the university’s core academic regulations and ethical standards.
The university makes clear that every member of its academic community—irrespective of gender identity, background, or personal belief—is guaranteed treatment with respect, fairness, and dignity across all learning and working environments. This assurance comes even as the institution acknowledges that a specific written policy explicitly addressing the rights and inclusion of transgender individuals is still pending implementation.
The Foundation for Equality and Inclusivity
USU’s dedication to an inclusive approach is formally grounded in Academic Regulation No. 13 of 2022. This pivotal document establishes justice, equality, transparency, and accountability as the foundational tenets of all academic and administrative conduct. Crucially, the regulation mandates that no individual shall face exclusion or discrimination in accessing education, services, or professional opportunities within the university’s domain.
This principle is further operationalized by Rector’s Decree No. 459/UN5.1.R/SK/SPB/2023, which provides comprehensive guidance for developing practical, inclusive campus measures and ensuring equitable participation across all faculties and student organizations.
“Our university community is fundamentally built on respect, academic freedom, and shared humanity,” asserted Rahma Yurliani, S.Psi., M.Psi., Head of the Directorate of Student and Alumni Affairs. “USU’s established policies ensure that all individuals—regardless of gender identity or background—can learn, work, and contribute effectively in an environment defined by safety and mutual respect.”

Cultivating Sensitivity and Diversity Education
USU's inclusive commitment actively extends beyond formal regulation through targeted awareness and sensitization programmes designed to foster empathy, acceptance, and respectful communication. These essential initiatives are coordinated collaboratively by the Directorate of Student and Alumni Affairs, the Center for Independent Learning, and various student-led organizations.
Regular workshops on diversity, gender equality, and inclusive dialogue are conducted to deepen understanding among students, faculty, and staff. These programmes play a vital role in strengthening a campus culture of acceptance, actively encouraging open discussion and cooperation among individuals from diverse identities and perspectives.

Commitment to Continuous Policy Alignment
USU recognizes the continuous nature of progress in formalizing protections for all members of the academic community. The university remains dedicated to enhancing its policy framework to align with evolving social understandings and global human rights standards, ensuring that inclusion and equity remain cornerstones of its institutional development.
“Inclusivity at USU is a living principle—one that grows and adapts alongside society,” commented Prof. Dr. Muryanto Amin, S.Sos., M.Si., Rector of Universitas Sumatera Utara. “We are committed to cultivating a university environment that honors diversity, protects the dignity of every person, and truly reflects Indonesia’s shared values of fairness and mutual respect.”
Through these inclusive policies and cultural awareness initiatives, USU makes direct contributions toward achieving the SDG 4 (Quality Education), SDG 5 (Gender Equality), and SDG 10 (Reduced Inequalities) targets. The university continues to build a campus environment founded on human rights, diversity, and social equity, reaffirming its role as a national leader in promoting equality and academic freedom in higher education.
